Bullet Time or Slowdown is one of the most remarkable mechanics of Cobalt, as well as the Rolling feature.
If a player owns a Reaction Enhancer (which is available by default), their surroundings will switch to slow-mo whenever a bullet or other threat is nearby, allowing for complex acrobatics. However, if the player gets trapped in too much bullet time, that could make the player unable to resist all the incoming bullets or other threats at once, even if they are rolling.

Additionally, the Chrono hull set has a special ability that modifies how this mechanic is applied to the player that's getting slowed down, by having the player move at a normal speed while enemies and threats are trapped in slow motion.
