The Pointer is an upgrade which greatly enhances accuracy available for many guns. It usually increases aiming speed, reduces recoil fatigue and, most importantly, adds a laser ray which helps time your shot. You can buy the pointer at the Upgrade Bench. The price of the scope varies with the weapon you have and Upgrade Bench you use.
