This is secret gun as it doesn't have a pickup or sprite. It appears as a small rectangle when held and has the same icon as a blaster gun and appears to be called as 'not a localized string' when held.
The only way to obtain this is by putting it in a shop or to make yourself spawn with it using spawn options. When fired a little pixel explosion is animated around the gun before a red rectangle laser is fired, this rectangle will go through players and enemies and get stuck on objects in the collide layer. This gun is actually carried by guards from the game Star Guard where you are a pixelated man and have to shoot foes with a green laser by only facing right or left.
