The Level Editor allows you to edit any of the levels present within the game, as well as allowing you to create your own. Currently, it can only be accessed in Dev modeF2 by pressing F7. The Level Editor is also fairly hard to understand when just starting out with it.

Opening Default Levels
When you go to the Open Levels window, you can only select one map from the default maps (dm_stormynight.map) or any other map you saved yourself. If you want to open all other maps that are used ingame, go to the folder where you saved Cobalt (default C:\Games\Cobalt\) and go to the folder maps. There are all maps in the game. Copy them into maps_dev and you can access those maps by closing and reopening the Open Levels window. Using this technique you could rename one of your maps to the name of a default map (e.g. dm_jazz.map), copy it into maps and play your maps (of course make a backup then). But this isn't required to test your maps sence you can press F5 to test them.
